As of 23/12/2016, Steam is struggling with client connections. On top of that, official CS:GO, Dota 2 and TF2 servers are also down. You can check the status of these services by clicking here. Because GMOD is unable to authenticate your player information with Steam due to the outage, the server is currently unavailable and won't connect you until a connection is established to Steam servers. That means that Steam Community & the Web API will need to come online if you pay attention to the webpage linked above.

Staff are unable to do anything about this as this is on Steam's side of things and this is purely just a matter of waiting it out until Valve is able to find out what's going on and resolve the issue. Expect to be hanging on "Authenticating with Steam" for some while until this issue is resolved.

This thread is temporary and will be unstuck when the issue is resolved.
It seems Steam is slowly coming back online.
