I used to have this problem.
Make sure that you're unsubscribing from ALL (including LL) addons and DELETING them from your garrysmod/garrysmod addons folder. Simply unsubscribing unfortunately doesn't undownload them.
Once you've done this, redownload IMPORTANT addons (such as LL content) and try to watch how much addons you're downloading.

However i dont think its hardware as im running 2 980s and using GMod on a 500gb SSD
I have the same problem, the only solution for me is that I tab out the second Gmod finishes loading. Then I just wait 30 seconds and tab back in. Hope this helps!

Yes it is. Also I always do that and it doen't really help as I have to wait anyway
Personally, Garry's Mod takes me a good five to seven minutes to load from launch of the game from steam to the Main Menu. I am uncertain if you are having the same issues however I believe it may be due to the mass RDM that the game requires to load. Have you had this happen to you at previous times?
Dependent on where you store your GMOD installation (on a hard drive or SSD) your loading times may vary. It can also depend on your hardware specs (obviously an i5 6600k would load in faster than an i3).
I note that in a previous post you made, the screenshot shown that you had an Athlon X4 740. This is a CPU that was released back in 2012 on a reasonably old architecture (the technology used to power the CPU, in short) so it's very possible this is a factor. Are you aware of what storage devices you use?
Uhm no I am not aware,also Sours I think this has been an issue from when I bought the game back in 2014 not sure tho

Speccy. Speccy is a system utility which will show you what your specs are - most notably your CPU, RAM and Storage devices. Once installed, please screenshot the main window and either PM it to me or post it here.

Uhh, well for starters your CPU is overheating so might wanna get that looked at. Probably a cause to your slow performance.
Based on the size of your SSD (51GB) I don't believe your GMOD would be installed there. I don't think this is a problem that we're able to solve unless has anything else to add.
Think the overheating is because I haven't really restarted it from a long time
