It has been in the approved list for quite a while now and it still hasn't been added.
Probably because there are another 64 approved suggestions and devs haven't gotten around to check that one.

Just because it has been approved doesn't mean that it'll get added right away. It could take months or even a year depending on what's going on.

Patience. Believe me, there has been things I've been waiting for for over a year now and they are still being worked on. It will happen but when is the big question.
The best way too look at it is like it's "approved for further attention" or "approved as potential update".

Basically, all suggestions are looked through and those that are marked as approved have passed the first filter. If the devs is looking into a project (and there isn't one lined up already) then they will often go to the approved section to pick the next idea, and the next project to be chosen depends on the developer, what he/she is best with (ie, coding, modeling), if it's a quick addition or if it's a project that will take longer time or more manpower. 

TLDR: Staff-members skim all the suggestions, every suggestion with potential is approved for the devs to look into.
LL uses different vehicle behaviors than the one that comes default with the addon. This means that a bunch of research and testing needs to be done to make the car behave the way LL wants it to. EX. The Ford F-150 has a lot more suspension capabilities, and the Toyota Prius doesn't use as much suspension. NOTE: This process takes a long time, not just a day to re code it. Every aspect of the vehicle needs to be looked at, to make sure it will work well with the gamemode.
