It's a semi serious server so you should expect people to act accordingly. Another thing is, even though the RP can be great not everyone knows how to be a police officer. It's not just about pulling out a gun or shooting people, and when it comes to highs-peed chases you're actually not even meant to hit the car being chased as a police officer unless they are a danger or you're in a safe position to do it accordingly. Instead you're supposed to just follow until they either bail out or crash.

As a police officer I do treat threats how they would be treated in a real manner, if they are just speeding then you chase after them. If they run red lights then you chase after them. If they collide with a car and crash then you carefully try to apprehend them and provide medical treatment to anyone on the scene. However if they continue to ram cars that are in the way and drive around like complete idiots (unfortunately this is the majority of drivers) then they are taken down anyway possible.
TLDR: Semi serious, don't expect things to work realistically. If you're a driver getting chased by cops the best you can do is not become a danger to others around you (good luck). If you're a cop, ask yourself if you absolutely have to shoot this idiotic individual running from police, and be certain that there's no other alternative that you can take at that moment.
100% agreed. This sums up how it currently is. It would be great how you say for Police officers to follow people instead of 'pitting' them, but that's not how it is, and as you say, it's Semi-Serious RP so it'll never be like that, unfortunately. People enjoy having power way too much and putting a gun in the hands of a player gives them the sense of authority that they need to tip them over the edge of being too harsh on conduct.
Alright, here is the perspective from a very aggressive player:
When I am locked into a gunfight with the cops I'm given two decisions: give up and face a 15 minute warrant or die trying to be a hero and lose a gun that I don't care about. I value my time over my gun more because now that I work full time have nowhere close to the amount of freedom that I once had, I sure as hell don't want to spend 15 minutes in jail. The jail system doesn't discourage aggressive approaches to the Police, it encourages it. Best case scenario: I get injured, handcuffed to save my gun, and then I end up bleeding out.; worst case: I get revived and have to waste time in jail. Does the prison system encourage me to be a bit more cautious and pick my battles a bit better? Of course. It means that I just bring more ammo, steroids, and medkits and work to improve my mechanics ingame so I have a higher chance of winning a fight.
People who value their time will never want to RP surrendering because they don't get anything out of it but time to kill while sitting in prison. It's the sad truth, but it's the reality of things. And as for cops always resorting to guns? probably 3/5 times the other person has an assault rifle hiding up their anus and it's the best bet to use a weapon and ask questions later. People will use the tools they have, and in a game where the main police vehicle is impossible to chase down a Dodge Charger with and has very difficult handling, it's so much better and more effective to use a gun. A cop could spend the time chasing the guy, but that's most likely going to end with either a gunfight, the suspect outrunning the cops, or the very rare successful chase where you put the suspect under FearRP. All of the Police tools revolve around the taser, pistol, and handcuffs. FearRP is your best friend and there is no denying that. You fight aggressive RP with more aggressive RP, hoping that you're the one who gets the jump on the guy and ends the fight or prevents it with the fear of death.

- make the cop cars faster than dodges and the police dodge faster than a lambo.
- make the civ cars as fast as police cars.
and either:
- raise the price of weapons, ceramic and kevlar, add visual equipment and player crafted weapons instead of manufactured from nothing.
- buff police with AR15's and ceramic and SWAT with SCAR's

Problem is not with the tools they are given but the people themselves, police officers are not the same every time you play. I am not in the same "squad" everytime I play. Thus it is difficult to communicate with other officers and have tactics.
I believe police officers need a voice radio to start with so as to be able to better communicate with each other.

Make an PD vehicles faster? Pfft. If a cop car can't catch a player around a tiny ass map like that then the can use road blocks. Roleplay it out instead of trying to stop them using unrealistic tactics. Just block the roads with a PD vehicle.
I think that the spike strips shouldn't be REP restricted tbh. I think it's one of the reasons why people are shooting instead of actually being to do anything about it.

You could also say the opposite with that, players becoming officers for the first time, with them encountering overly aggressive players that will just gun down police that do attempt to chase them.

I mean most of the time it is people who have no idea of how Police work on the ground. So they do what they "think" cops would do.
Perhaps we need to train the police somehow?
The application and use of force in Evocity really needs to be sorted. No one even uses the baton.

My perspective now, as a guy who plays cop.
I don't support what happens, but I understand why it happens.
Back on the first few days after the big split, I still played on """"Another Community"""". And there, I could pull people over, and they would pull over. I'd issue a 250$ fine (which, let's be honest, is nothing).
Things happened and I leave. This is followed by me going cop. Get a car, try to pull someone over. They stop. I get out my car. I get SCAR-H'd in the face.
I think we see the problem here.
Things have changed since then, but the premise is similar.
It doesn't matter who it is, if they are driving a car faster than yours, they will start a pursuit to try and get away. Even if they are citizens. That's fine, but getting into a pursuit is difficult, and will most likely end with me exploding, or you getting rammed into a signpost. Sure. I can get people to set up blockades, but that means ending the pursuit with you to type in radio.
Alternately I could have you warranted. The slight issue is that you see you have a warrant, and are less likely to stop, and then see above.
Or I could shoot you. It prevents a pursuit, leaves me alive, and kills a criminal. (Again, I don't do this.)
This is again amplified by the effects of several vehicles. If you drive a Tahoe? Good luck. Most people can escape you in anything. Tarus? Slightly better chances, but people will still get away. Hell. The Dodge is a good car for speed, but the handling and breaking are terrible. You'll crash into more signs than pursuits you end.
And then of course, you get broken cars. Don't even bother pursuing a RV. They'll just smash into you. The only things that can stop an RV is a SWAT Van or a Firetruck.
And lastly, equipment. There is one bit of equipment that will stop a pursuit. A spikestrip. But guess this. Nobody on the Police Force uses it. Any ideas why? Oh yeah. It's rep-locked. I'd rather the primary weapons in the locker were rep-locked, to be honest. At least with those, you can still equip your own.
Yes, the Police are trigger-happy, but I think that's a symptom of a deeper problem, rather than a problem itself.
