This idea can be improved upon or even changed to something else but I do think holster system needs changing if you want to make aggressive roleplay harder.
Currently people don't like going to a place to be a part of someones roleplay when they can do their own roleplay and possibly get reps or money if aggressive. I see people getting involved only if there is a reward behind it. (Money, free cars etc.) There are small ways this can be changed perhaps,
1- Papa Grinki's Employee Salary System
If something like this was introduced to the gamemode, the salary system of people who owns shops, hotels, restaurants etc. could have a better grasp on their roleplay hiring employees and managing their salary, when the computer system gets added this can be enhanced to a Business system where the owner of the business could have a page on the internet.
2- Nevy's Presidential Election System
In this suggestion it simply gives a chance for the presidents to campaign and also for people to decide who to chose. The criminals could bribe and try to make a deal with the candidate so he can get their votes improving the roleplay in that end also.
3- Bambo's Billboard Advertisements
The advertisements in the server are limited, putting a sign in front of the store, doing /advert. With this implemented people could advertise their stores better, government can put signs up with messages, organizations could put up recruiting posters.
4- GRiiM's Playermodel Suggestion
This approved suggestion, when implemented could give the players a more unique roleplay and a uniform better suiting it.
5- MrMeme's Confiscation Suggestion
Currently, when a criminal gets injured or arrested, he gets his weapons back to his inventory. I think this should be changed so the weapons would be confisgated. They now don't have much of a risk of losing the weapons but if they lost them I think that would deter them from going in a shootout.
6- More tools for SWAT.
Currently SWAT doesn't have the means to plan a raid. If they had tools like cameras, ladders, ballistic shields or RC Cameras, like drones or even cars that they could gather information with, they would plan better. Of course the camera can be destroyed by Criminals when seen. 1, 2
7- Markus' Visible Equipment
Now, the criminals run around with guns already equiped which makes it harder for police and civillians alike. I think when this is implemented it would deter them from doing so.
These are only the several suggestions that could improve passive roleplay and make aggressive roleplay harder.

I agree that AgressiveRP should be much harder. Your points are "on point", these would make you think twice before ending up shooting cops for pulling you over, maybe just to say that your tail-light is broken.
The expense of guns is not the issue. As has always been the case, people have anywhere from $10,000 to $100,000 of equipment on them when they raid. Simply raising the price of guns, or reducing the availability of them isn't actually going to solve the problem from the OP. Let's break this down.
Why people like to 'AgressiveRP'
It's fun.
It's competitive
It can be exhilirating.
Why do people NOT LIKE to PassiveRP
It's not fun
You get virtually 0 interaction (because it's not fun for customers)
It's soulcrushingly boring for the most part.
So how do you solve the issue of passiveRP being boring? RAISE THE PRICE OF GUNS! If people can't aggressiveRP, they'll have to make do with the boring passiveRP, right? Might work for some, but i'm pretty sure the majority of players would go inactive rather than being forced to passiveRP in the current state.
Furthermore I don't see how adding more risk to PVP will aid this either? The point of this thread is to get more people to passiveRP. It's not about adding realism to PVP, it's not about making PVP more risky, as that's a completely separate topic and actually has little relevence to the OP.
I like the majority of points Bambo raised. They also aid the integration of passive and agressiveRP, and help passiveRP become more dynamic and fun to, rather than being forced.

Making 'AgressiveRP harder' is not productive? The same problem still resides in PASSIVERP BEING BORING. Changing the state of aggressiveRP in terms of gameplay is another discussion in my opinion, and shouldn't even be the main priority of this thread, adding dynamic, and FUN systems for passiveRP should be.

also if guns should be harder to get but more deadly, shouldn't be cops have heavy guns in their cars instead of on person, and having to take it out and take it in only in case of a raid/shootout?
also, make items more interacting, maybe removing f1 jobs and letting you manufacture every item. or maybe nerf the fishes and make it that chefs are the best source of food.
Or as I stated earlier, you could also remove the "manufacture"-thing for every job.
So if you were a gundealer you would need to buy and put out a workbench, if you are a chef you would need to spawn a stove, if you were a bmd you would need to spawn a pile of creates and so on.
If you are a mechanic, you would need to spawn a auto-lift or a toolbench or something similar, running around with a wrench and repaint cars, modify them, and so on seems rather unrealistic anyhow. Good use of garages and DTM.
This would put pressure on the fact that you would need a static place (like a shop) to sell things, instead of running around and just press "manufacture" in F1 and spawn 5 shotguns right infront of you.
And you could also make it so you would have to buy schematics or otherwise to sell guns over sub-machine-guns or something. This would also add uniqueness to different dealers and something to work against.
I saw a suggestion regarding a business addon that integrated UI and I'm guessing commands aswell..
It was denied rather abruptly imo and I think the idea is pretty good, if not the addon itself.
Perhaps a bit more support for PassiveRP on the development side would improve it, more commands
for customization.

yeah, there should be some sort of increased reward for merchant jobs. for example, guns and black market items should cost more and chef food should be a lot more viable than fishes.
That's not the problem, people simply don't attend RPs unless they have something to gain.
Yesterday, I had a roleplay going for about 2 hours within that time I got about 10 people.
As soon as I advert that I would do a giveaway, In 10 minutes about 20 new faces had came through my roleplay.
I don't even know anymore.
