There was no way to tell, i went ahead and did a Warning shot (As seen) And then he ran, as i do not have a mic if i stood there to type the outhere officer would off killed me, i also tryed to take him down due to the fact that if i didn't i would be killed as he would call swat etc

You did not give a warning shot to either of the police officers, both shots we're lined directly at them. There's a difference between shooting someone to scare them away and make a getaway and chasing them down to try to finish them off.
In the split second that the armed officer turned around you pulled out your gun and shot him (pulling it out in the process of him turning around). Realistically you would not have had the time to accomplish this and instead of running from the scene of the crime you decided to attempt to kill every officer in your vicinity.

I got banned for killing in a public area. And he also killed in a public area.

I'm sure it's as in, why kill someone in a public space with so many witnesses around that they could call the police. It makes sense to kill someone in a quiet area so there are no witnesses and you can get away with. I also think he broke this as he killed a cop (Sgt.Donut) and attempted to kill another (me) in a place with so many people around that have witnessed him

I've discussed this player report with a few other admins and we agreed that while the case of FearRP could be made seeing as the officer had a weapon out and lowered and only turned around for a split second, a lengthy punishment for this offence alone wouldn't be suitable.
However, instead of holding the officer at gunpoint to have their friend released the accused player instead decided to shoot the first officer and attempt to finish the second one off. There was no roleplay exhibited during this event and no warning shots were ever given.
Because of this the accused player will be issued a 5 hour weapons blacklist.
