So I tried loading up my GMOD to see if I could do some RP on v4b1, but surprisingly got met with an update pending message, except this one was different, as it already said "Ready to launch", as you can see here: https://puu.sh/quy3B/80439eedc6.png

Went ahead to try and update as usually as soon as I open something like that it starts making progress, but there's no progress being made at all! This can be shown here: https://puu.sh/quy91/4d1ed50cfd.png

I would verify the game files but I don't see any point in it considering it's an issue with it downloading actual files. I've already tried reinstalling and that didn't do much. At this point I'm open to any ideas, as this is really annoying.
Have you tried restarting steam or switching which download server Steam uses?
Restarting Steam, yes. I haven't tried changing download servers so I'll try that now, thank you!
So apparently that worked, but it didn't go up in network speed or anything. It literally didn't download anything at all, you can see that here: https://puu.sh/qv5Lr/c33d91cb61.png

Could I leave this open for a bit in case this happens again?
Honestly, there may have been a lack of wireless network or your seam may not have been connecting.
I'm running on wired, and the downloads would work for every other game.
maybe try to fix any error files when you "Verify Integrity of game cache"

click garrysmod > then right click go to properties then local files > then press Verify Integrity of game cache then should take a few mins
it should fix any corrupt files or files making errors if dosn't work, you will have to go back to basics and probably reinstall gmod

If you hadn't noticed, I already fixed this myself, and whilst I appreciate your attempt at helping me, I already had done that step like I mentioned in the OP.

Staff feel free to close, this is no longer needed thank you.
im so dopey but atleast your back on that's good news shhhhhhhh shut this
This worked for me, but you will have to do it every time you will open your steam.

So go to your steam directory, steamapps and then workshop, in workshop you will see something called appworkshop.

So when you open your steam then go to steam directory, steamapps, workshop and delete appworkshop.

After that restart your steam.

That worked for me

Like I said previously. I have this issue sorted.
