Unarmed suspect? You mean after he holstered the tranquilizer, therefore I have the full right to kick his a**, whether it was in front or not, please provide me with a rule states that I cannot shoot someone in front of 2 officers. Moreover, he tranquilized me publicly therefore he has to be punished as well, if there isn't a rule states it then I should be exempt from this blacklist and it should be deleted from my record.
I find this blacklist unjustifiable to some extent, a warning would be suitable.

And also Ousmn, the rule is called FailRP. No one in real life (which is our RP ground) who is a normal citizen with a firearm, goes up to a man who is no longer a threat and shoots him. You could've forced him to the ground and awaited police, but killing the player after he is no longer a threat? I don't think so.

I might've failRPed there, but the reason we have here is 'RDM' which clearly shows that Noble has no thorough knowledge of the situation, all he observed was me going to the player and killed him with a valid reason, now Noble took action against me without know the entire situation and no I do not have an evidence neither does Noble have any evidence of me presuming that I RDMed him to due his zero knowledge in the situation, I don't go to people and RDM them without a god damn reason, I do it for a reason and I might've done it in the wrong place that's all, but I consider a blacklist is too far. If I wanted to minge and RDM everyone in the server I would've done it by now, but I am not a minge who goes around killing people without a reason.
Besides my job name was Armed Civilian, and I can kill someone who tranquilized me and posed threat to my life, the police officers didn't see the situation and couldn't do anything due to their lack of evidence in the situation therefore, they had to stay where they were searching that guy and the gun was already holstered.
The fact that you feel entitled to kill anyone is a concern to me. You should only kill as a last resort. Whether or not the police are busy is no excuse, you wait for them to be done or use /request to get another unit here. As such I feel this blacklist is very fair actually.
As for the victim, if you have evidence of what he did you make a PR about it and it will be reviewed.

If I was tranquilized and perhaps almost killed by a thug or criminal and I was armed civilian, I better make actions before I die or taken into hostage, why do you think I am not entitled to do so? I wasn't only a Citizen or normal Civilian I was armed as my job title was.

With two officers right there and him unarmed, I seriously doubt your life was in immediate danger. What you were doing was more inline with revenge killing, not self defense. Let the police handle it, that is their job, not yours. If you and him were alone in the alley, and he's following you after he tranqed you a few times, then that would make more sense.
The officers didn't do anything, since they had no concrete evidence to issue a warrant, all they had to do is a search and of course he holstered it. Even if I killed him in front of two officers, a blacklist is really not needed perhaps a warning since Noble was watching me all the time and not watching him tranquilizing me as an undercover. It is a bit unfair I would take this blacklist with all acceptance but not when Noble is there being undercover and just observing me and not observing him tranquilizing, and I did make @ call about him, but I've been ignored.
So this confirms my theory on revenge killing. Yes it might feel unfair. Trust me, I've been robbed over and over as a firefighter but couldn't prove anything. Should I go change my job and kill them? No. If it is a game issue, get recording software so you can gather evidence, take screenshots. If it is an in character issue, walk away and if he comes back at you then pull out your weapon and warn him off, call the police and if he gets aggressive then open fire. Even then, don't kill the man. Have him arrested.

I do however request for higher positions to provide their opinion in this matter or a unanimous decision please, if admins deem the blacklist is valid then I will go on with it, moreover, I do not like people who blacklist me right away without discussing it and on top of that ignoring me at @ chat.
Also I would consider this RDM. Invalid use of lethal force to kill a player. You only shoot to kill if the person is STILL posing a threat, not just because you want to "revenge kill".
Two other staff members have posted here and that is quite enough to show that the blacklist was indeed valid. I'd furthermore like to point out that staff are not required to respond to unban/unblacklists in-game, as that is the function of the courthouse. You have plenty of experience to understand that your actions were against our server rules and at the time I was undercover investigating another case.
