Who can choose to resell to any player that they wish. In my opinion having items that have their value based on players rather than the F1 menu are more interesting.

We should certainly be very careful with exclusives, especially if it moves into pay-to-win territory. However, in this case it seems to me as though this is simply another form of unlocking items. There's gaining money, gaining REP, etc. all of which are technically content limiters.
While we want everyone to have access to as much as is possible, without any content limiters there's no progression, nor is there any real incentive for people to use systems such as REP or referrals, one of which can help to encourage roleplay, the other of which can help to bring in new players. Should players not be rewarded for bringing in new players, or even just encouraging people to join servers?
This is, of course, a community issue, which is why we've asked for community input on this before releasing anything. But while we should be careful and keep 'exclusives' limited, we also need to ensure that such a system is effective. Bear in mind also that this is not a sandbox server; you don't instantly unlock everything, and why should you? There have to be some limitations and exclusives in place if we want to continue to afford the servers, security, etc. This referral system also asks for no money, simply some effort on the player's part.

I wouldn't say making items exclusive to tokens would be a good idea , for example most of my friends list is made up of people I've met on CityRP and I have the odd couple of RL friends that use steam but would never touch gmod.
If you are going to make items that you can exchange toke a for also make them available for cash so that those that don't have loads of people to refer can still also get the item. Or even make it so that tokens could be exchanged for a membership staus or one of the perks of it.

Make tokens/cash interchangable or allow tokens to be traded for cash.

Don't forget that there is a type of token you can earn from simply inviting your friend who already play on here when the server player count is low

I like the idea of exclusives, purely because its not hard to obtain these things, you just need friends .
When I think of rewards off the top of my head, I think:
- Suits
- Vehicles
- Salary Bonus on all jobs when your referred friend hits X amounts of hours (Stacked if you have donator)
- Early access to personal content when we release them; only when your referred friend hits 200-500+ hours ingame (Such as new accessories or weapons, vehicles or even jobs)
