He also hasn't labeled the name of it so therefore its not really advertising it just simply a statement nothing more however saying it lets others know about it to then ask about it and find out more info.. xD

That figure is probably if you were paying a team of people so they can survive (food, rent etc.), but luckily most of LimeLight's members live in their parent's basements so that isn't an issue.

$500,000 is an absurd amount. This wouldn't be a major game backed by a big publisher. You think all these successful indie games had $500,000 to work with?
$500,000 isn't all that unrealistic in a realistic world considering the following:
- You are making the game from scratch, which would be necessary since you cannot simply port a version of Garry's Mod to Source 2 and call it CityRP Standalone.
- You are paying a development team a salary and hosting them in a studio like environment, which is typical in most game development environments because it results in increased productivity and I guarantee no indie game is being built from people communicating over a forum and/or Skype.
- You are paying for the necessary equipment and software as well as licenses
- You are actively marketing the game from pre-start to release
- You have money set aside for emergency purposes, typically 25% - 50% of projected cost
- You want the game to be released in reasonable time, probably before the current community members and team decide to get married and have kids.
As OP described, the game would have more complex customization features than that of Grand Theft Auto V, a game with a production cost of nearly $300,000,000. Good luck with that.
In most cases, the idea of having a free-to-play game isn't going to attract many, if any, indie game developers alone with telling them that you have a budget of around $20,000 all together as lampman commented, which is less than a McDonalds employee makes annually. Subtract that and share it amongst a team of around 15, if not more, unless of course this project has a release date on the same day Half-Life 3 and EvoCity3 come out (AKA Never)
TL;DR - You are suggesting a standalone game that literally can't be made by our developers so you would need to hire developers or a small indie studio and you would be asking that development team to come in and develop the game for themselves to make money off donations on a free-to-play game once it is launched. Sadly, I doubt any indie game developers would be touching that project
